Bài phát biểu của Chuẩn Tướng BĐQ VNCH Phạm Duy Tất ( in Vietnamese and English) và Chuẩn tướng Hoa Kỳ Châu Lập Thế ( một cuộc đời hai thế hệ ) trong buổi tưởng niệm 30 tháng 4 năm 2018 tại vùng thủ phủ Virginia. Chuẩn tướng Phạm Duy Tất là một trong những vị tướng sau cùng rời khỏi VN sau 17 năm tù Cộng Sản .

Hằng năm, cứ đến ngày quốc hận 30/4, tất cả người Việt quốc gia đã trốn chạy khỏi CSVN, định cư trên khắp thế giới, đều quy tụ lại để tưởng niệm những nạn nhân đã bỏ mình trên con đường đi tìm tự do, đồng thời cũng để tố cáo tội ác của đảng CSVN đối với đất nước và dân tộc Việt Nam chúng ta.
Dưới chiêu bài bịp bợm, mị dân giải phóng dân tộc, thống nhất đất nước, CSVN đã giết hại hàng vạn, hàng triệu người dân Việt Nam của cả hai miền Nam Bắc Việt Nam.
Đảng CSVN có thực sự giải phóng miền Nam, thống nhất đất nước không?
Xin khẳng định là không !
Giải phóng thì phải đem lại những gì tốt đẹp hơn, xây dựng một xã hội tự do, dân chủ, nhân quyền; đưa đất nước đến cường thịnh, phồn vinh, tạo hạnh phúc cho toàn dân.
Thống nhất ắt phải tạo đoàn kết dân tộc, hoà hợp hoà giải mọi người, mọi tầng lớp một lòng chung lưng góp sức xây dựng đất nước.
Đất nước Việt Nam ngày nay đã không hề có hai điều này.
Xin hãy nghe nhà văn Dương Thu Hương, một người sinh ra và lớn lên trong chế độ XHCN miền Bắc, một quân nhân vào giải phóng miền Nam đã ngồi giữa lòng Sài Gòn mà khóc và than thở: “cái dốt nát, cái nghèo đói lạc hậu đã chiến thắng cái văn minh phồn thịnh”.
Sau khi chiến thắng miền Nam, bà Nguyễn Thị Bình, một nhân vật nổi tiếng của CS, Bộ trưởngNgoại Giao của cái gọi là chính phủ lâm thời miền Nam Việt Nam cũng đã từng tuyên bố một câu để đời: “Phải 20 năm nữa miền nam mới bắt kịp miền Bắc XHCN”.


Xin hãy nghe thêm, người từng chỉ huy “đánh tư sản mại bản” miền Nam, cũng là người tạo ra chính sách “nạn kiều”, “ra đi bán chính thức” cho người Việt gốc Hoa đã sinh sống bao đời tại Chợ Lớn nhằm cướp bóc vàng bạc châu báu tài sản của người dân miền Nam, TBT Đỗ Mười cũng đã từng tuyên bố: “Giải phóng miền Nam, chúng ta tịch thu tài sản, trưng dụng nhà cửa, hãng xưởng, ruộng đất chúng nó. Xe chúng nó ta đi, vợ chúng nó ta lấy, con chúng nó ta bắt làm nô lệ”. Còn chúng nó, ta đày đi lao động khổ sai vùng kinh tế mới, rừng thiên nước độc, chúng nó sẽ chết dần chết mòn”.
Nối tiếp đến nay, sau hơn 40 năm, TBT Nguyễn Phú Trọng cũng phát biểu “ TBT Đảng CS phải là người miền Bắc có lý luận”.

Kính thưa quí vị
Ai đã từng ở lại VN sau ngày 30/4/1975 cũng đều biết cả ngày lẫn đêm, hết ngày này đến tháng khác từng đoàn xe chất cao ngất ngưỡng chở ra miền Bắc “chiến lợi phẩm đủ mọi chủng loại” cướp bóc trấn lột của miền Nam.
Đây là giải phóng sao? Đây chính là một đoàn quân viễn chinh xâm lược, cướp nước, cướp của, hãm hiếp.
Còn thống nhất?
Đúng là có thống nhất lãnh thổ nhưng không thống nhất dân tộc. Bên thắng cuộc đã áp đặt một nền cai trị tàn bạo lên bên thua cuộc là dân chúng miền Nam bị cai trị.
Kính thưa quí vị,
Hôm nay, tôi, Chuẩn Tướng Phạm Duy Tất, binh chủng BĐQ/ QLVNCH, được vinh dự đứng trước qúi vị. Tôi mặc lại bộ quân phục trên người với bao huy chương và huân chương mà quân đội, chính phủ Hoa Kỳ đã trao tặng. Tôi vô cùng trân quí và hãnh diện, đồng thời qua đó, mong được gửi đến quí vị một thông điệp,
QLVNCH không hề thua quân CS Bắc Việt.
QLVNCH không hề là một quân đội hèn nhát, nhu nhược, không dám chiến đấu như truyền thông báo chí cánh tả đã từng áp đặt.
QLVNCH đã hy sinh hàng trăm ngàn chiến sĩ khi sát cánh chiến đấu cùng những đơn vị ưu tú của Quân Đội Hoa Kỳ. Tôi xin bày tỏ sự ngưỡng mộ lòng can đảm của những chiến sĩ Hoa kỳ đã chiến đấu cho tự do của dân tộc Việt Nam. Dân tộc Việt Nam yêu chuộng tự do sẽ mãi mãi ghi ơn sự hy sinh của những chiến binh Hoa Kỳ trong cuộc chiến tranh chống Cộng Sản tại Việt Nam.
Tuy vậy ngày 30/4/1975 chúng tôi đã phải buông súng và chấp nhận thua cuộc. Tôi xin không nói thêm vì ai trong quí vị cũng đã biết được nguyên do thực sự dẫn đến sự kiện này.
Biến cố 30/4/1975 là một nỗi đau không chỉ đổ ập lên người dân miền Nam VN, nó là nỗi đau chung của toàn dân tộc VN.
Chúng ta đã đánh mất một thể chế tự do, dân chủ, nhân bản, nhân quyền.


Chúng ta đã đánh mất một đất nước cường thịnh.
Đã 43 năm qua, thoạt nhìn như đất nước đã thống nhất nhưng thực chất, cả nước đã bị biến thành một trại tù khổng lồ để cho đảng CSVN tha hồ chà đạp, đàn áp, bóc lột, đưa tổ quốc Việt Nam ngày càng lệ thuộc Trung Cộng.
Không có độc lập thật sự, không có tự do, dân chủ nhân quyền, đất nước VN ngày càng tụt hậu, đứng vào hạng chót của thế giới, thua cả Campuchia.
Quí vị không lấy làm ngạc nhiên tại sao người Việt quốc gia vẫn kiên trì đấu tranh mong xóa bỏ CNXH, xóa bỏ đảng CS độc tài toàn trị trên quê hương.
Quí vị hẳn cũng không lấy làm ngạc nhiên khi những người Việt Nam trẻ tuổi hôm nay dấn thân, đứng lên nhận lãnh trách nhiệm thiêng liêng cao quí đó.
Xin chúc các bạn, những hậu duệ VN thành công trên bước đường đấu tranh cho một nước VN độc lập, toàn vẹn lãnh thổ, tự do, dân chủ, nhân quyền.

Dear Distinguished Guests, Veterans, Community Members, members of the press
Dear Service Members of the United State Armed Forces,

Every year, on the day of Dark April 30th, all the Vietnamese who have escaped the communist regime and resettled throughout the world would gather to mourn and remember the victims who had perished on their ways in search of freedom. They also gathered to speak against the crimes against the country and the people by the ruling communist party of Vietnam.
With deception, suppression and propaganda of national unification, the Vietnamese communists had killed millions of Vietnamese people in both North and South of Vietnam.
Did the communists really liberate South Vietnam and reunite the nation?
We can definitively say No!
Liberation must bring betterment to the people, build a society of democracy, freedom and human rights for all. Liberation should bring the country out of suffering and become prosperous with true happiness to the people.


Unification must truly reunite the people of all regions, all levels of society, regardless of political or religious beliefs. A unified people should join their hands and effort to rebuild the country.
Even as of today, Vietnam has never been liberated or unified!
The writer Duong Thu Huong, a person who was born and raised in the communist regime of North Vietnam. As a communist soldier who came and “liberated” South Vietnam, she sat in the middle of Saigon’s streets and wept that the poor, starving and uneducated people had defeated the civilized and wealthy people of the South…


After the defeat of South Vietnam, Nguyen Thi Binh, a once diplomat of the defunct National Liberation Front of Vietnam, declared a statement that exemplified the communist deceptive propaganda: “It must take another twenty years for the South to catch up with the communist North Vietnam.”
Do Muoi, a communist political leader who was responsible for the policies of “Capitalist Cleansing” and “Official Repatriation of Ethnic Chinese” policies. The state run policies that were created to rob the wealth of Southerners, throw them out to the streets and push people to the deadly seas. He once declared of the policies toward Southerners: “In liberation of the South, we must confiscate their valuables, business, land and properties. We shall drive their cars, shame their wives and enslave their children…As for them, we shall send them to hard labor camps in the deadly jungles until they die off slowly…”
Carrying on until this day after more than 40 years, Communist Party Secretary Nguyen Phu Trong also declared: “A Communist party leader must be a Northerner who must fully implement all communist doctrines…”


Dear Guests,
Anyone who once stayed behind after April 30th, 1975 must have seen on a daily basis, convoys of trucks carrying goods and valuables stolen from Southerners driving north. Everything they could have stolen and illegally confiscated from the South.
Is that liberation? What happened to South Vietnam were acts of invasion, robbery, blundering and rape!
What about unification? The land and map may have been united, but the people are far from being united and co-exist in equality. The communist winners had set out to rule South Vietnam with oppression and cruelty that had never been seen by the people of South Vietnam.


Dear Guests and friends,
Today, I, Pham Duy Tat, a former Ranger brigadier general of the Republic of Vietnam, proudly stand here with you. With love and respect, I am wearing my uniform with military honors that were bestowed to me by my country and my ally, the United States of America.
And with such honors and responsibility of a former Ranger, I would like to bring you a message:
The Armed Forces of The Republic of Vietnam never lost to the communist.
The Armed Forces of The Republic of Vietnam were brave and worthy fighters who fought to protect their country and never were cowards as wrongly portrayed by the left wing media.
The Armed Forces of The Republic of Vietnam had lost hundreds of thousands of soldiers as they fought side by side with the brave soldiers of the Armed Forces of the United States. I would like to express my admiration for the brave American soldiers who fought for the freedom of the People of Vietnam. The freedom loving people of Vietnam will forever remember and appreciate the sacrifices of the American soldiers, our Vietnam Veterans brothers, who fought in the war against communism in Vietnam.
But sadly, on this dark day of April 30th, 1975, we had to lay down our arms. Without further elaboration, most of us understand the true reasons leading to this lost.
The sad day of April 30th, 1975 was not just a painful catastrophe that fell onto the people of South Vietnam. It was a national calamity to all the people of Vietnam. We had lost a Republic that stood for liberty, democracy, with equality and human rights for all.


We had lost a powerful and prosperous nation with rich history and natural resources.
Forty years have gone by, at first glance, the country may seemed unified, but in reality, the whole country has turned into a giant prison for the Communist party to freely abuse and oppress the people. They have further pushed the country into total control of China; allowing Vietnam to lose borders while destroying the environment and the health and welfare of the people.
Without true independence, without freedom, democracy and basic human rights, Vietnam has fallen behind day by day, the poorest ranking country, even to her neighboring Cambodia.
We should not be surprised that the free Vietnamese people are still fighting to get rid of communism, to dissolve the dictatorship of the communist party ruling our country.
We should not be surprised, at all, to see the younger generation of Vietnamese and Vietnamese abroad today, willing to sacrifice and stand up to carry on such sacred responsibilities.
And so, I wish you, my young friends, the Next Generations of Vietnam, great success on your path to fight for a Vietnam with true independence, secured borders, liberty, democracy and human rights for all.
